The Sustainable Blue Economy Partnership (SBEP) is a new Horizon Europe co-funded partnership starting in 2022 coordinated by the Ministry of University and Research of Italy with the Research Council of Norway as Co-Coordinator. The partnership has the vision to design, steer and support a just and inclusive transition to a regenerative, resilient, and sustainable blue economy. It constitutes a network of 60 Partner institutions from 25 countries and the European Commission that enables an unprecedent effort to pool research and innovation investments and align national programmes at pan-European scale, taking into consideration the sea-basin (Mediterranean, Black Sea, Baltic and North Sea) and Atlantic Ocean dimension.

This Partnership aims to boost the transformation towards a climate-neutral, sustainable, productive and competitive blue economy by 2030 while creating and supporting the conditions for a healthy ocean for the people by 2050. Achieving this vision through cooperation will enable addressing key EU policy objectives of Green transition, digital transformation and recovery and ultimately contribute to the Sustainable Development Goals.

The SBEP will deliver solutions to strengthen European Union (EU) and international science-policy interfaces in marine- and maritime-related domains of the EU Green Deal and Digital Europe strategies through aligning national, regional and EU R&I priorities and bringing together science, industry, policy and citizens. Based on the Strategic Research and Innovation Agenda and according to the Member States and Associated Countries’ priorities, five Intervention Areas have been identified as follows:

  1. Development and Validation of Ocean Digital Twins at sub-sea-basin scale
  2. Blue generation marine structures
  3. Planning and managing sea-uses
  4. Healthy ‘Blue Food’ under a ‘One-Health’ approach
  5. Enabling the green transition of ‘Blue Food’ production

A main ambition for this partnership is to launch a series of annual co-funded joint calls tackling priority areas drawn from the Strategic Research and Innovation Agenda (SRIA) of the SBEP.
