The Malta Council for Science and Technology is currently managing the preparation of the new national Research and Innovation (R&I) strategic plan 2011-2020. Following numerous consultations with several stakeholders, the Council is now launching the draft strategic R&I plan for public consultation which aims to shape the research and innovation landscape in Malta over the coming decade. The Council invites the public to review the draft strategic plan and to send any feedback by 31st January 2011.

The Malta Council for Science and Technology (MCST) is managing an EU-funded project on the subject of Manufacturing Research with the aim of catalysing the local manufacturing industry in its transformation to higher value-added activities through awareness-raising and participation in research projects.
As part of this project, MCST is issuing an Invitation to Tender for the

Fuel Cells and Hydrogen public-private partnership dedicates more than €200 million to support research and demonstration activities in these energy technologies The Fuel Cells and Hydrogen Joint Undertaking whose total budget amounts to nearly €1bn to be invested by 2013, publishes its fourth annual call for proposals today, confirming the clear commitment to make these modular technologies deliver their environmental and economic benefits across various sectors: transport, power generation, industrial equipment and consumer devices. In the context of ambitious European objectives towards a low carbon economy, an increased energy security, reduced oil dependance and the delivery of improved power management, the contribution of these green technologies is essential to address current challenges while sustaining EU competitiveness and job creation.Offering high efficiency, efficient use of energy, notably renewables, in addition to limited C02 emissions and noise, these energy technologies allow Europe to stay the course in the international competition from US, Japan, Korea and China. Over € 200 million's worth have been allocated for their support through research and demonstration projects with € 109 million by the European Commission matched by in-kind contributions from industrial partners. Welcoming the launch of this fourth call, the newly elected Chairman of the Industry Grouping of the Joint Undertaking, Pierre-Etienne Franc, underlines: "Fuel cells and hydrogen technologies are increasingly being seen as playing an important role in both a cleaner transport sector and a more efficient energy system at European level. The deployment of fuel cells and hydrogen cars is now entering a strategic phase, targeting European wide markets. Therefore appropriate funding for RTD and demonstrationprojects, as well as sufficient support for refuelling infrastructure build- up, together with favourable regulatory frameworks are a prerequisite to pave the way for market introduction and customer acceptance of these innovative technologies". Bert De Colvenaer, Executive Director of the FCH Joint Undertaking, adds: "This is the biggest of all calls planned for the duration of the programme. We are determined, notably with shorter administrative timelines, to support the commercial deployment of fuel cells and hydrogen technologies, which now enters into a critical phase towards a wider market entry. In parallel to the call for proposals 2011 and in support of the wide deployment of the fuel cell and hydrogen technology, we are currently drafting the specifications for a series of studies on further European fuel cells and hydrogen 'Roll Out' and commercialisation plans for vehicles, stationary applications, busses and material handling vehicles. We intend to launch a public procurement for these studies later this year". Acceleration to market entry of fuel cells and hydrogen technologiesThe 36 topics of the call address key issues to foster market breakthroughs. As last year, they are divided in 5 application areas: transportation and refuelling infrastructure; hydrogen production and distribution; stationary power generation; and early markets, such as portable, micro applications or handling vehicles. The fifth application area focuses on cross-cutting issues aiming to address non-technical barriers, such as development of life cycle assessment, codes and standards, socio-economic research, public awareness, training etc... However 70% of the funding will be dedicated to transport and refuelling infrastructure and to stationary applications. This reflects that the commercialisation of fuel cells electric vehicles is recognised as a market push for other applications, as well as the wide potential of stationary applications.Next steps The deadline for application is 18 August 2011. Evaluation of proposals will be carried out in September 2011 and projects selected for contract negotiations should be announced already by the end of December 2011.BackgroundThe Fuel Cells and Hydrogen Joint Undertaking was established on 14 October 2008 as the first illustrative example of a public-private partnership instrument under the European Strategic Energy Technology Plan (SET-Plan), technology pillar of the EU's energy and climate policy. These 3 opportunities are made available through a collaboration agreement signed in the presence of the Prime Minister between the European Space Agency (ESA) and the Malta Council for Science and Technology (MCST).
Each opportunity is for a duration of one year in the ESA ESTEC site in the Netherlands with expenses fully covered by the scholarship. The opportunities are open for candidates with an undergraduate degree or a masters degree. Though not a requirement, successful candidates who do not have a masters degree are encouraged to present their research as a master by research degree at a research institute or university of their choice. The European Space Agency (ESA), established in 1975, is an intergovernmental organisation dedicated to the exploration of space, currently with 19 member states. Headquartered in Paris, ESA has a staff of more than 2,000 with an annual budget of about €3.99 billion.
ESA’s space flight program includes human spaceflight, mainly through the participation in the International Space Station program, the launch and operations of unmanned exploration missions to other planets and the Moon, Earth observation, science, telecommunication as well as maintaining a major spaceport, the Guiana Space Centre at Kourou, French Guiana, and designing launch vehicles. The main European launch vehicle Ariane 5 is operated through Arianespace with ESA sharing in the costs of launching and further developing this launch vehicle.

International Advanced Training Seminar/Workshop on Solar Thermal Electricity
An opportunity is being offered to two young professionals who either already employed or about to start their career in the area of solar thermal electricity. The seminar/workshop aims at linking advanced scientific and technological knowledge with the needs and constraints of technical jobs and professions within specific social contexts.
This seminar/workshop is sponsored by both the InterAcademic Group for Development (GID, Paris) and the Euro Mediterranean Academic Network (EMAN), and is organised with the assistance of the Advanced Technology Centre for Renewable Energies (CTAER, Andalucia, Spain) and the Moroccan Agency for Solar Energy (MASEN). The seminar/workshop will be held in Seville, Spain from 19 to 24 November 2012.
Only two representatives per country will be able to attend. An opportunity is being offered to two Maltese conservation experts who wish to attend an advanced scientific training course and are willing to share experiences in archaeological conservation and restoration in Mediterranean archaeology. The course is being organised by the Accademia Nazionale dei Lincei in Rome for the period 8th October, 2012 to 10th October, 2012.

Following numerous consultations with several stakeholders, the Council is now launching the draft strategic R&I plan for public consultation which aims to shape the research and innovation landscape in Malta over the coming decade. In 2011, the Malta Council for Science and Technology commissioned the development of a dedicated strategy for health research and innovation in line with its mandate from Government to identify areas of national priority and design and implement strategic approaches to enhance economic competitiveness and quality of life.
The Health Research and Innovation Strategy for Malta aims to develop an enabling health research and innovation ecosystem as a springboard for securing sustainable health care through the identification of areas and opportunities for undertaking health research in processes, diagnosis, treatments and delivery of health care services. The objective is to improve the effectiveness and efficiency in these areas, attracting
investment and of achieving long-term sustainability.
The draft health research and innovation strategy was compiled with the cooperation of members from academia, the health industry and members of the Malta Council for Science and Technology and was launched for public consultation during a press conference on October 24th 2012. The text of the strategy can be accessed from here.
The public consultation will remain open until December 9th 2012. Feedback can be submitted at: strategy.mcst@gov.mt.

As the National Representative on the Strategic Forum for International Cooperation (SFIC), the Malta Council for Science and Technology is embarking on a fact-finding process to identify the strenghts of the Industry in Research, Technological Development and Innovation (RTDi) vis-a-vis the United States. MCST will be utilising this opportunity to promote Maltese facilities and research to key stakeholders at the event and will also facilitate the process of collaboration between the Maltese industry and the United States in RTDi.

COST, www.cost.eu, is an intergovernmental framework for European Cooperation in Science and Technology, allowing the coordination of nationally-funded research on a European level. It anticipates and complements the activities of the EU Framework Programmes, constituting a “bridge” towards the scientific communities of emerging countries. It also increases the mobility of researchers across Europe and fosters the establishment of scientific excellence in the ten key domains:

- Earth System Science and Environmental Management (ESSEM)

COST actions are thus ‘bottom-up’ approaches to research and will facilitate networking and other events. There are no funds for research as such but researchers are reimbursed for expenses in conjunction with flights and accommodation to COST meetings. It also leads to excellent contacts and can also lead to preparation for future grant proposals eg as in FP. It is particularly suitable for young researchers as well…

The Malta Council for Science and Technology is issuing a Call for Quotations for the provision of an external evaluator for the PRI-SCI-NET activities (MCST/Q10/2012). The Malta Council for Science and Technology will commission a reputable individual or firm to provide the requested services until August 2014. The role of the external evaluator is to observe and provide feedback on the material being developed within the PRI-SCI-NET project and the Inquiry Based Science Education (IBSE) activities being trialed. The external evaluator is expected to attend a minimum of 5 hours of each of the four training courses being organized by the Malta Council for Science and Technology in the project cycle.
